It's probably an outer ring or "bezel" with a knurled edge so you can turn it, but it could also be simply a "timer knob" as someone else suggested. If you can't see it, you might want to call it a "timer control" or "timer setting control".

The first is from Eurodicautom (entries there refer to other domains); the second one is from McGraw Hill Zanichelli Scientific-Tecnical Dictionary) and reads as follows: escutcheon = ghiera, borchia, mascherina.
