This is usually those parts of a condominium that are identified in the deed with foglio, mappale etc but which are not listed with rendita catastale and therefore are not included in calculations of ICI.
This is the phrase I usually use, there is no direct equivalent but I think the meaning is clear here.

non-rateable (unrated) common parts

Rateable based on local rates which still exist in some Brit. Comm. countries like OZ and NZ - changed in the UK to Poll Tax and then Council Tax. The amount thereof is determined in the UK by the District Valuer and, in many countries, on the notional rental value of the land as surveyed (rendita catastale, perhaps).
