"fruit flan covenant" for a two-round coalition-based electoral system
It depends on who your readers are, but I think it's optimistic to expect English speakers to know much about the meeting between centre-left and centre-right politicians over dinner at Gianni Letta's home to try to find a solution the question of electoral reform and at the same time limit the influence of smaller parties.
As far as I know, there is no widely accepted English version of what is, after all, a fairly arcane piece of local political shorthand.

"pie agreement"
This refers to an agreement entered into by opposing political forces over dinner at Gianni Letta\'s. You will have to find a way to convey the meaning

pudding pact
I have never heard of any official translation for the phrase. You will probably need to explain the significance in a footnote. While I'm doing assonation, how about "afters agreement"?
