Basically the Chamber of Commerce holds the documents filed by the company registrar. If you want to start a company you have to register the certificate of incorporation and then your annual reports and any major changes you make with the company registrar. If you want to lend money to a company then the most important thing you want to see is the last financial report it filed and this is in those files, along with the certificate of incorporation and other corporate documents. It doesn't translate easily into a US or UK equivalent.

it includes incorporation certificate, but will also contain other information on the company e.g. shareholder quotas/names etc..
