But I can't make out how जायका has been become the short form of the programme.
Probably the short form is based on the short form of the English version of the name of the programme, pronounced as a word of Hindi. The above Hindi title can be translated into Hindi as follows:
Joint Forest Management and Poverty Eradication Project/Programme
The जा part is clearly taken from Joint (जाइंट) and the का is probably taken from कार्यक्रम. I don't know how य comes into the picture or for what it stands.
Maybe a local UP person will be able to unravel this mystery.
What I would suggest is to give the short form in English as Jaika and give the full translation of the programme's name in brackets, like this -
Jaika (Joint Forest Management and Poverty Eradication Project/Programme)
