If you are going slow, a minor movement of the steering wheel is not going to
have a big effect.
If you are going fast, a minor movement of the steering wheel could have you facing oncoming traffic on the Autobahn.
I think this function compares how far you turn the steering wheel with how fast you are going before transferring this movement to the wheels and therefore to the road accordingly.
Just my personal theory, however.
