What does "Personenkreis" mean in reference to taxes? An example is "Einschraenkungen auf beguenstigten Personenkreis." At first I thought it meant "entity" but now I am not so sure as "Stellen" can also mean "entity."

Da dieser Personenkreis eine bestimmte Gruppe von begünstigten Personen darstellt, würde ich mich gar nicht erst damit plagen, "people" oder "persons" da auch noch reinzubasteln.
