4 KudoZ points awarded for this answer.

\"it seems that the authorities exceeded their commissions
treating each politically active person as a disturber of the public order\" www.khpg.org/index.php?au=0315030305

\"disturber of the peace\" may also work.

Yes, I actually had the same misgivings initially. Romain does give my translation, but they may be referring exclusively to a more political or public law context (although their supplementary explanation \"person legally responsible for conduct necessitating intervention by the state\" does arguably fit your context too). You may be looking for the term desribing someone who commits a public or common nuisance, a tortfeasor perhaps: a more specific term escapes me at the moment (not sure one exists, though).

disturber through situation,ownership or possession

This is what EURODICAUTOM says: Störer,der für die Beseitigung von Gefahren und Störungen,die sich unmittelbar aus dem polizeiwidrigen Zustand der Sache ergeben,verantwortlich ist,wobei weder eine Schuldfähigkeit noch ein konkretes privat-oder strafrechtliches Verschulden vorausgesetzt wird. Peer comment(s):

agree AMuller : Zustandstörer is someone who can become liable through ownership of a dangerous article alone, as opposed to a Handlungs-/Verhaltensstörer, who has to do something wrong. Maybe you could also say "the person is subject to owner's liability"

Peer comment(s):

agree desiderata (X) : "nusiance", and "public" as the public's interest is affected here. US law distinguishes between a private nuisance and a public nuisance depending on interests affected
