'Gleichwohl' - notwithstanding or nevertheless; despite his 'employed' status, the person is given a grant nevertheless for meeting his needs for existence. It's admittedly a little cumbersome but I don't know of any other authentic English translation

Look at this website. It explains the facts pretty well. I'm not a legal translator, so can't help you with the words. If I understand it correctly, it has to do with the fact that unemployment benefits are paid despite the fact that the employee is not yet unemployed. Instead the employee is working for a company that hasn't paid him/her for a while. (Arbeitslosengeld wird gleichwohl gewaehrt) Hope that makes sense.
