This appears after the date in a letter: Luzern, 11 Februar 2010 KR-Ceb. I am guessing that KR might stand for Kreis, as in Landkreis, but Ceb appears not to be a recognised abbreviation.

KR are most probably the initials of the person who signed the letter. Ceb might be the first syllable/letters of the secretary's/typist's (sur)name. This is common practice in business/administrative correspondence.
