This question may be non-PRO, but anyway:
I am not sure whether the grammatical form with "zu" means that the action "MUST" be done ("is to be done" in English tends to imply that it "has to be done"), or "is" done. Here's the sentence, and another similar one:
Der Zugriff auf die Administrationswerkzeuge ist auf die berechtigten Administratoren **einzuschränken.**
Die Verzeichnisse und Dateien sind mit restriktiven Zugriffsbeschränkungen **auszustatten.**

Discussion
"is/are restricted" would be expressed in German as "ist/sind beschränkt/eingeschränkt auf"
accordingly: "must feature'= sind auszustatten
