This time there is not one word which I find hard to translate but the use of a simple word, Beschaffung/procurement. The context is spend management and the writer is arguing that the introduction of spend management systems can save companies a deal of money. The writer notes that procedures which precede and follow actual purchases are neglected which is why the system is not optimal. Now comes the sentence I have difficulty with:
"Das muss die Unternehmungsführung erkennen und mit der Beschaffung zusammen ändern."
Does "Beschaffung" here mean the procurement department or sector? I think it must do, otherwise I can make no sense of this sentence. Can anyone offer a translation? All suggestions appreciated.

You said it; it is a contracted way of saying „Beschaffungsabteilung“. This is quite common in German management lingo, just think of „Buchhaltung“.
This is something management needs to be aware of and collaborate with the procurement dept. to make/bring about necessary changes.
