The overall topic is masking when painting with adhesive tapes that have a "command-release"-type adhesive, one that can be released by pulling in the direction of the plane of adhesion. Following is one sentence that comprises both terms which I am struggling with: Stanzlinge and Unterläufern.
Die bekannten Schablonenbänder (oder Stanzlinge) auf Papier- oder Foleinbasis haben sich auf glatten Untergründen bewährt, doch auf rauhen Oberflächen, z.B., gestrichene Rauhfaser kommt es sehr häufig zu Unterläufern bzw. wird beim Entfernen Farbe mit ausgerissen.

Unterläufer seems to be paint running/seeping underneath the tape in places where the tape does not bond to the rough surface. What is the English term for something like that?

Stanzen is to stamp out a shape(RErnst) Stanzlinge are stamped-out shapes. These particular Stanzlinge are masking tape material in stamped-out shpes rather than as a tape. So I'd just call them masking, or "other masking". I doubt they're specifically stencils, because Langenscheidt call stencil = Schablone, but the concept might include stencils.
Es kommt h"aufig zu Unterl"aufer = the paint tends to run under the masking. We would not necessarily express this by the noun, but by the verb. One could say, though, "results are often marred by running".

Sorry to be so late. I hope I am right that your text is about the painting of room walls (from the word "Raufaser"), otherwise most of what I've found will be useless. I had always called "Unterläufer" (paint or stencil ink under the stencil) "bleed" (NODE also mentions this definition) but at two of the reference sites below they say "seep". Schablonenbänder could be the stencil tapes mentioned below, but from your context, your author might also be trying to say that "Schablonenbänder" is a synonym for "Stanzlinge". Stanzlinge appear to be one or a series of stencils or long lines with low tack adhesive sold on a film backing. Normal German masking tape "Kreppband" does not make very good stencil tape because it does exactly what your author is talking about, either when you stick it down firmly, the paint or paper under the tape is damaged upon removal or with less firm application the paint seeps or bleeds under the tape.
