Das untere Ventilteil ist ein sogenannter Behördenkopf. Will heissen, dass der Kopf nicht ohne weiteres von Aussen verstellt werden kann. Bevor der Kopf montiert wird erfolgt die Einstellung des Ventils im Inneren des Bauteils. Nach der Montage ist ein Verstellen z.B. durch die Angestellten in dem Büroraum nicht möglich. Diese Massnahme soll verhindern,dass die betreffenden Räume überheizt werden.

or anti-tamper or anti-tampering. If you are dealing with the radiator valve (as in your text above) then 'tamper-proof radiator thermostat' or 'thermostat head' is what you are looking for.

For information purposes: The "Behördenkopf" is not a button only allowing an offical "Behörde" to regulate it. It is known as a "Behördenkopf", because it was originally designed and fitted on a large scale in German "Behörden", where a lot of people work and one guy in the ten-person office liked to work at 28° while the others preferred 22°. It was also fitted very widely in schools, etc. I myself have probaly fitted thousands of them. They are fitted, generally set to 22-24°, and locked in place. Even when fitted in a "Behörde" they can generally only be adjusted by the company that fitted them, or by one or two people in-house (e.g. Hausmeister).
