I agree wholeheartedly with Rebecca, we need more info, more text, more context. Is this dirt trap at a building entrance? Are we referring to the general level of safety - or to the safety "underfoot" (i.e., of the surface that people walk on)?

Is this plumbing, sewerage, household, what? For suggestions that a better than random guesses, you need to give at least the original sentence in which the term appears, and better would be the sentences before and after as well.
