"Die Abnahme kann erst nach Vorliegen der technischen und baulich erforderlichen behördlichen Genehmigungen, Zertifikate und Abnahmen oder Vorbescheinigungen, erfolgen."

A Bescheinigung is a (written) confirmation or authorization, so a Vorbescheinigung would be a prior confirmation or authorization for the construction.
Pre-approval for construction normally gives you 12 months to complete your designs and arrange a fixed price contract with your builder to complete your new home.
