The Handlungs... does not figure in English. It depends on context. E.g., in real estate, the sales AGENT acts under the direction of his home office as BEAUFTRAGTER to sell real estate, but an OFFICER (usually a vice-president) of that real estate company is empowered as BEVOLLMÄCHTIGTER to speak for the company as an entity (e.g., to negotiate the takeover of another outfit).

If you have 'Prokura' (company officer), you usually sign "By authority of:" and your name

Only a "Handlungsbevollmächtigter" can sign in the name of the company. You will find his name in the commercial register of the company. Another word is Prokurist=authorized signatory
