In reference to people who are entering a new field of study or training from their original field. All I could come up with is "professionals switching gears/ or careers" or "entry-level professionals from other fields."

The idea of "Quer" here is that the career move is horizontal (between fields) rather than vertical (i.e., higher up--hopefully higher up--within the same profession), as you've already indicated. I've seen "horizontal career moves," but not "horizontal career movers." Maybe "professionals making horizontal career moves." I've also seen "lateral" used in place of "horizontal."

I realize this is late, but I just wanted to mention:
In conjunction with career moves, lateral is more commonly used and defiitely a better choice than horizontal, at least in the US.
