In a business letter, this phrase precedes the addressee's address. Would "Sent by fax; original to follow" work?

The document was previously sent by fax, as you note. To translate vorab, I would suggest "fax sent in advance."

No need to state "original to follow".
In all the years I've written and received commercial letters "sent by fax in advance" was the usual formula.
