The term "leading bank" sound like something taken out of an economic or market report that ranks bank performance across an industry, rather than a term that refers to the bank which "takes the lead" or "takes the initiative" in a business transaction.

: Not so simple! The term is generally used in a national or international contexts to refer to banks serving as clearing houses or taking the initiative in determing interest levels -- probably not the case here.
