German term

beweglicher/loser Kegelbund

German to English Tech/Engineering Automotive / Cars & Trucks

4 KudoZ points awarded for this answer. Comment: "The notion that a washer is per se loose sounded convincing to me, hence the points. Thanks!"

floating/loose seating washer

"floating" implies that the washer is fitted to the bolt and retained in some way, leaving the bolt able to e.g. turn independently of the washer, whereas "loose" implies that the bolt and seating washer are completely separate. At least, that's my stab at it.
Good luck
