road dirt contamination

From your context, this is the dirt caused by the transportation of food products by road. I would not understand "road film" and have never seen it used. I translate regularly for two companies engaged in the transport of foodstuffs by road and they have to follow a strict regime of vehicle cleaning to maintain hygienic conditions when food is transported in non-sealed containers.
