French to English Law/Patents Real Estate Working rights
This I think is usually the seller of a property right or the beneficiery of payments but I am a bit stumped by its exact meaning here. In a description of restrictions under a bilateral agreement between Luxembourg and Croatia concerning the right of access to the health services of the respective countries I have the text:

En cas de détachement, vous bénéficiez de soins de santé dans les mêmes conditions que les assurés de cet État membre.
En cas de séjour temporaire (formulaire de vacances), vous bénéficiez des soins de santé médicalement nécessaires pendant le séjour (urgence).
Restrictions:
travailleurs : durée maximale de trois mois / **crédirentiers** : durée maximale de 1 an.

Who exactly are these "créditrentiers" who benefit for a whole year-retired persons? It doesn't make obvious sense to me-help, as always, much appreciated.

(here) retired person of independent means; (gen.) retirement-investment home-owner

Could be a Lux variation on rentiers as 'persons of independent means' and, contrasting with travailleurs, not as specific as annuitants or sellers of 'retirement investment homes' by life-annuity instalments.

Example sentence:

Le vendeur dispose d'un droit d'usage et d'habitation exclusivement personnel sa vie durant ou pendant une durée déterminée.
