contravention de grande voirie

According to Eurodicatom and backed by what I saw on Google, it just stays the same in English. Go figure. :-)

agree Hacene : although there is a slight difference between the French and the English use. Although without more context, that the best we can do for the asker.

traffic offence

In the UK : Traffic offence. Cornu (vocabulaire juridique) defines 'contravention de voirie' as 'atteintes portées au domaine public'.
NB: I do not believe that 'contravention' is a 'fine' (amende).

highway infraction

C'est ce qui est donné dans le Doucet (Dic. juridique et économique).

But I found "infraction" odd and checked Google, yes there are occurrences of "highway infraction" (http://aspendailynews.com/Search_Columns/view_column.cfm?Ord...

Otherwise I agree with Robert's, Terry's and Tnkw's answers. Disagree with Writeaway, the expression can and should be translated.
