I am not to sure if this should be translated as Civil Court or Peace Tribunal. Most of the translations I do is for the courts in the US so really not to sure how to translate this properly. Can anyone help.

Sometimes I find that the text surrounding links from a Google search; they give me ideas for other terms to search for (for example, one of these links mentions a "Justice of the Peace Court", and this is why I thought it was relevant.

: sorry-but neither of your refs shows anything to back your answer. I've seen Peace court mentioned on several Haitian sites but is not certain that it's an accurate translation.

Police Court (US)
It's the same as a tribunal de police. In UK it's a Magistrates Court, in US it's a Police Court (ref: Le Docte).
I found an explanation on the web:
Les tribunaux de simple police
Les tribunaux de simple police ou tribunaux de paix constituent la dernière instance inférieure du système judiciaire haïtien. Il y a un tribunal de simple police dans presque chaque commune. Il faut souligner que les tribunaux de paix est secondé par les conseillers d'administration de la section communale selon l'esprit de la constitution haïtienne du 29 mars 1987.
On peut compter plus de 170 tribunaux de paix pour toute la république d'Haïti. Par contre, dans les grandes villes où l'on retrouve une très forte densité de population, on peut identifier quatre (4) tribunaux de paix en moyenne. Chaque tribunal de paix est équipé de deux juges : un juge titulaire et un suppléant, un greffier et une secrétaire.
