To me it does not mean prorated i.e. in proportion to, but simply due for the job done, which is explained at the end of the sentence.

Hmm, doesn't "honoraires" mean "fees" in this case? I was kind of wondering if "prom�rit�s" meant something to the effect of "prorated".
