The full paragraph (for context) is as follows:

"Le système proposé doit permettre la délivrance de l'ensemble des Titres ci-dessus, prenant en compte l'ensemble des règles et recommandations sécuritaires liées à ce type de Titre.
Les modalités de personnalisation sont organisées de 2 manières, en fonction du type de Titre :
- Personnalisation centralisée : la personnalisation des Titres en un seul point centralisé, est réalisée par Lot. **La délivrance du Titre est faite de façon décorrélée dans le temps après la demande.** Ce mode de fonctionnement concerne l'ensemble des Titres."

This document is a requirements specification for a software system intended to receive applications for secure documents (e.g. passports, ID cards), process the applications, manage production of the documents and and deliver the final document to the applicant. UK English is required. The target audience is software companies who will be asked to bid for the job.

I think this means something like the finished documents are delivered regardless of the batch in which they were processed, and within a certain timeframe after the application. But I'm not sure, and I can't think of a concise way in which to phrase this (if indeed I've understood it correctly!)

Attention, false friend "Délivrance" of a document does not mean it is "delivered", but "issued".

I am reading "décorrélée" to mean "décalée".

I never suggested it was a typo! "Décorrelée" just means the same thing as "décalée", that's all.
