This appears in a French HR document. Unfortunately I don't have much context to go on, other than that the following contributions also appear 'travail taux' and 'civil taux'. I'm not sure about these either. I'm assuming it could be a simple translation such as 'war rate', 'work rate' 'civil rate' but not really sure.
I'd be grateful for any ideas.

war (or military) deduction
"Deductions" are commonly listed on paychecks in the USA (less so "contributions").

This is the only reference which I could find for the term itself, not broken up into different sentences by punctuation, etc. From this context, it seems to be suggesting that there is a lower rate for "victimes de guerre." Could it be possible that they are abbreviating the term for this bulleted list?
