Within the context, I think you would say "secretary with vertical and horizontal reporting relationships. But there might be a more idiomatic way of saying it.

| I've been looking at this again and agree that "structure" is not the right word. I'm thinking more along the lines of "inter-departmental and cross-hierarchy". I still don't think this is quite right, but feel it's getting closer. |

I think the current glossary entry could be misleading - it's not really about structure per se.
Apologies - I clearly closed this post off too early.
In the case of this particular question I understand what the expression means but am looking for a standard phrase to translate it.
