I think "extremely" is the closest you're going to get to "foisonnant", which means "abundant" or "full of".

a European context bursting with new developments
I take it to mean that their are plenty of developments in the integrated maritime policy. I'm not sure that they are "fast" though, come on this is the European Commission! And it's not referring to the nautical industry directly either.

maybe 'talk' covers the idea of new issues springing up and making news. I don't think 'actualité' necessarily means change -iit's just against a background of debate

The above is one suggestion among many. You indicate that this is a European Commission piece so it is not possible to let rip with phrases like, "positively buzzing...". It would be fun to be able to though, wouldn't it?
As I understand it, the "actualités" suggests that the nautical sector is currently dynamic.
One thing, in terms of leisure, maybe 'nautical' woudl be better than 'maritime'.

| thanks Nikki! I like this, although I haven't yet worked out how to put the whole thing together - after supper maybe...! And, yes, I would have liked "buzzing" too. In fact this isn't actually FOR the EC, so maybe there is a little leeway... Regarding "maritime", I agree with you, but they already have an "integrated maritime policy", so no chance of being creative there! Also, they have quite strong - albeit frequently changing - views on the translation of "nautique": where possible it now has to be "marine leisure" and not, as previously, "water sports", which some of the members find too "sporty"!! |

: And a lovely suggestion, too! However, I can't help thinking that the context being referred to here is not the buoyancy of the sector, so much as the (perhaps heated?) debate that's going on...

Discussion
Thanks to everybody for all these sterling efforts! This was extremely tough to grade, as it was hard weighing up the criteria. In fact, I used "developments", but feel it only fair to award the points to Phil, whose "rapid change" led me immediately to "developments" even before Alain and Claude posted their answers - so I hope it isn't too perverse to award points for "the most helpful answer" as opposed to the answer that was closest to my final choice. In fact, I loved Ormiston's "flurry of..." and used that as well... but it was "actualités" that was giving me the most headaches. And I still think "talk" might also have worked, but somehow "developments" seems to cover it all
