Hello, I am translating an NGO press release about how Moroccan authorities have been arresting and deporting alot of people, as part of agreements with the European Union to prevent sub-saharan Africans from migrating into Europe

I think this is the closest to the meaning in the context. "Performance targets" as well as slight variations like "performance target figures" or "numerical performance targets" express most closely the meaning within the political context. It's slightly clunkly English but to me it's okay, it's true it woudl be more elegant to restructure the sentence because an exact translation does not really exist, but I'd rather not because i want to preserve the general structure by the author

: Statistics are an after-the-fact sort of thing; I don't think they're wondering if the numbers are being kept track of, but rather if there are target numbers.

Discussion
but let me explain a bit more of the context, the rest of the press release is about how Morocco suddenly conducted raids and wave of arrests at the end of 2010.
So i think the question I copied in above in French, is raising a question about whether the Moroccan government is carrying out these arrests, to meet performance requirements imposed by Europe.
So I think "performance chiffré" refers to something like a "quota"
But I didn't know if I should translate "performance chiffré" as quota, because quota is a pretty specific term in english
So i wondered if it's better to put like "numerical requirements"...
