It's the translation of some legal documents from Belgium dated from 1937.
Here is the full phrase:
Si la societe ne sombra pas dans le tourmente ce fut en partie, a vous mon cher president, q'elle le doit.

Given the context, this seems a suitable translation.

The context being, as I understand it, fulsome praise for the "cher president", possibly circumstances particular to the company in question and, almost certainly, the preceding economic situation:
