without limitation

C'est le terme consacré, juridiquement parlant. En anglais, "without limitation" est souvent précédé de "includes", "will include" ou "including"

Votre phrase pourrait s'écrire ainsi : "The works will include, without limitation, ..."

Tapez sur Google : "sans+s'y+limiter" et "without+limitation" et vous trouverez plusieurs occurrences.

IMHO, including is more correct than included because "items' may later be added. The door is left open.
