I'm not sure how to translate "fabrication"
manufacturing seems closer to the French version, but printing seems more natural in English

There is a legal question about the term ''printing'' (in the context of lottery tickets), so maybe ''production'' is a broader term and better to use:

Thus, contracts for the production of lottery tickets, because they are 'printed' within the broad sense used in the statute, must be awarded to competitive bidders according to the provisions of the Printing Act, supra. I think "printing" would be the most appropriate word to use.

neutral B D Finch : As clain notes, there is more to the production of lottery tickets than just printing. On the other hand, one does refer to printing of bank notes, but the French uses "fabrication".

manufacture

I would go with manufacture, printing could be just one process in the manufacture of such things
