This is a memo describing financial restructuring plans for 'Groupe X'. I'm not certain about the exact formulation of 'affectation comptable.'

"Les demandes de financements complémentaires sollicitées par le Groupe X auprès de la [direction] seront présentées au Comité des Opérations pour décision et affectation comptable auprès de l'unité chargée par la [direction] de suivre les encours."

determination of the account to be used

Alan's right about "appropriation", but if here they aren't yet talking about transferring the money but deciding which account (ie which account number, or maybe which entity's accounts) should be used to record the transaction if approved, then this might be a solution.
I would suggest something like: " Applications...submitted to the Committee for approval and determination of the relevant account..."
