Have seen "the countries" used quite frequently in informal contexts. Some companies have their operations in other countries set up as subsidiaries of the parent group, some call them business units...

Given your context, it probably refers to "high-cost" western countries seeing that they are moving these jobs to India.

It seems that some word specifying "les pays" has been omitted. Perhaps you should make a note and ask the client for clarifications.
