The cable this appears near goes from the meter to a coffret de relayage and then on to the alarm and smoke extraction installations.

M.S. Consider the possibility that it is referring to 'Marché Sécurité', i.e. the Security contract / work package (aka 'lot')

I come across this a lot in tender documents, where something has to be done by another one of the contractors.

Contractor's name? If so, this would be the first and only time that a contractor has been named in the document, so I don't think that is the answer.

Last time 'en attente' came up in this sort of context, it referred to wiring that had been installed in advance by another contractor (in your case, the main building power systems contractor), so it would be ready to connect into when (in your case, the security system contractor) arrives on site. Maybe M.S. corresponds with one of the contractors involved in your project?
