Clearly this is a technical convention for specifying sheet steel (in French): "15/10ths. . ." - does this mean the sheet is 1.5mm (one and a half millimetres) thick? Or what is the coding? Insights would be appreciated. Thanks.

I've seen this in other product specifications before, and as far as I can tell it always designates mm in European French.
