Extract from a law report headnote that I am translating. I think it means "to take part in a tendering-process conducted by the M. of D.", but if I am missing something here, then please let me know.

With all due respect to Termium and other sources, I believe that this refers to participation by a supplier in government procurement.
Exécution does mean "performance".

exécution du marché = contract performance
passer un marché = to enter into a contract

assist in the delivery (or "execution" of a contract awarded by the Minister of Defence (Defense US)

un marché passé is a signed or awarded contract
At issue is what does "participer à l'exécution" mean. It could be, as you say, to particpate in the award or signing of the contract, but it is more likely that it means to participate or assist in the actual carrying out or "delivery" of the work governed by the contract. See French juridical internet reference for this use of "exécuter un contrat".
