...since they seem to be allowing for the possibility of seaplanes as well!

agree Charles Hawtrey (X) : 'ground aircraft movements'. It's not water - it mentions "pistes", and that ain't water AFAIK. This is just a laborious definition of an entire airfield/airport area. //I saw that. Maybe 'surface aircraft movements'. Batiments & installations on water?

Thanks, Charles! Laborious, yes — but they DO specifically mention water at the start of the second line / Yes, have you ever seen a seaplane base? Fascinating!
