from the permanent ice on the Jungfrau mountain, via Lake Thun to the River Aare

Water is the element that connects Bern, Thun and the Jungfrau region, from the permanent ice on the Jungfrau mountain, via Lake Thun to the River Aare which flows through the City of Bern.

I don't know if I understand this sentence correctly. But if it is "permanent ice", how can it flow to the lake Thun? Can anybody help?

I think you are looking at this too literally — overall, 'water' is the linking theme, you have:

permanent ice (ice is water in the frozen state)

Lake Thun is stationary water

River Aare is flowing water

I guess it's permanent in that everything that disappears as melting water is compensated by fresh snow & ice at the summits :-)

The River Aare flows

The River Aare flows through Bern. The permanent ice, the lake, and the river are the three connecting elements. It does not say that the permanent ice flows. My understanding is that there is probably some run-off from the mountain, but some ice always remains.

The ice is permanent on the mountain, yet lower down it melts and this water than flows to the lake and then into the river.
