"A 3 to 4 m wide gungate shall be positioned either on the port or starboard side or both approximately between frames 17-25"

What's that? Is there a synonymous term?

I haven't been able to find gungate anywhere, but it seems possible that it's another word for gunport. Although it's a tugboat and not a warship, it could simply be the term chosen to describe an opening in the gunwale (gunnel), the upper edge or planking on the side of the boat, which was formerly used to support guns. Also, it might be called a gungate because the opening has a gate that can be opened and closed.

Gunport: A hole cut into the side of a warship used to fire broadside guns.
