"In case Operations Manager demands so, the Originator’s position shall for all shifts sign the change proposal before any further treatment."
Is the author talking about daily shifts (morning, afternoon, evening)?

I think it's about working/daily shifts. And the sentence should probably read: "In case Operations Manager demands so, the person in the Originator’s position shall for all shifts sign..."
the person in the Originator’s position = the person in the Originator’s capacity
the person in the Originator’s position = the person in the Originator’s capacity
