Sorry, just seen your earlier questions / your def. referring to trousers (jeans?)
How about more context. Are we talking about trousers (pants in US) which would work with wide leg or table(legs) or something else_

I found several references in patternmaking to pattern block construction, but...could it possibly be a typo for black?

Hat-blocking is the process of shaping hats on a form.
Block is used in connection with patterns, i.e "flat block"
