When you call collect someone, the person you are calling will pay the call, not you.

i.e. The person making the phone call is not charged for it.

accepts the charges for the call

a collect call means that the person being called accepts and thus will be billed for the call. In Canada, you dial a code and then the persons phone number, and a recorded system asks the receiver of the call to declare that they accept the charges. Once they do so, you are connected to that person..
