You hesitate but are probably to agree or disagree

to tend to is the opposite of to be bound to

slightly agree/slightly disagree

The questions are ranked on a scale of 5, with the middle answer "Neither Agree nor Disagree" being the midpoint, number 3. The "tend to agree/tend to disagree" answers do not indicate outright outright agreement or disagreement (which would be answers 1 and 5 on the scale), but rather "slightly" agree or disagree, and are numbers 2 and 4 on the scale of 5.
