reduce/reduction

usage
Is this pair "reduce/reduction" used correctly in the passage below ?
Especially I am not sure about "the reduction".
===
We understand that the suggested amendments may seem as reducing the scope of protection. However, the reduction is insignificant in our opinion.

may seem to reduce
the "reduction" is fine (you might like to use "this reduction"), but the first sentence should be "...the suggested amendments may seem to reduce..."

Thanks, that would be another option if used as a verb but one does not really talk about "restriction of the scope of protection"
