Context:
"A special aspect of YIHR's programme introduces young people to the truth about human rights violations directly through the testimony of victims. The "Justice Advocates Network" represents an important element in YIHR's youth education programme, advocating justice and rule of law in local communities, promoting mechanisms and strategies for facing the past, and educating young people the facts about the recent past and the important role of the ICTY and its activities in establishing those facts. The Human rights protection programme implemented by the Belgrade office includes monitoring ***transitional laws*** and creating the case law in the fields of free access to information of public interest, hate speech and discrimination."

I know that "transitional justice" refers to the justice that deals with human rights violations in the past, typically after a regime change.

However, I would like to know whether the term "transitional law" alone transports this meaning as well? I.e. would an english reader that is knowledgable in this field immediately understand that it does not refer to some law e.g. during a transition phase, but to a law that regulates how human rights violants in the past are dealt with?

Like you wrote above, transitional justice refers to the justice that deals with human rights violations in the past, typically after a regime change.

There are lots of other links which explain or talk about what transitional justice is.

However, there are no references on Google, online dictionaries and paper dictionaries where transitional law is interpreted, defined or itself conveying the meaning of the "law for transitional justice".
Transitional law is used as a law which is temporary or provisional, and it's use is referred to transitional government, National Assembly Election, commercial law, patent law, and transitional period.

Therefore, in my opinion, the phrase transitional law itself would not transport nor convey the meaning for the words "transitional justice". These two phrases use the same word "transitional", but both are used in totally different meanings.
