I know this is not the way the question should be asked here, but could you please tell me what the f sentence means? or maybe try to say it in other words?

The Contractor will include in his offer an accident report for the last three years.
This report should be "endorsed by the worker’s compensation mutual or by the joint or individual accident prevention," depending on each case.

Only the part between the "question marks"...

I guess it was written by some spanish person... so maybe this could be some clue...

Help please!

I think it is because of the "last 3 years" that the endorsement is required. By asking the contractor to ensure such an endorsement, he shows that he is not "hiding" any accidents or claims from the previous three years, and thus is more reliable.

hmm.. Ok, but if I put it the way you say it'll have nothing to do with the "last 3 years", and the text is divided into logical paragraphs, one of which is formed by the two mentioned sentences.

Just a guess, since I don't know Spanish. Could these ("worker's compensation mutual" and "joint or individual accident prevention" be some kind of internal insurance arrangement, or external insurance company?
Then it means that the contractor making an offer, must have an endorsement from the particular "organisation" which covers his liability in case of accidents.
