In my mind, To my mind

Is there a difference? If so, what is it? Bearing in mind, I define "to my mind" as "in my opinion."

in my opinion

I haven't heard or seen "in my mind" being used to mean "in my opinion." Whereas, "to my mind" exactly means "in my opinion." You can use "in my mind" in a sentence like, "you are in my mind" for example.
